Country Guide: Panama

Visa, Residency, and Citizenship Options

Everything you need to know about moving to Panama

Panama offers a clear set of residency pathways designed to attract foreign professionals, retirees, investors, and remote workers. Unlike some countries where the immigration system is opaque or inconsistent, Panama’s framework is well-established, reasonably transparent, and — for citizens of qualifying nations — highly accessible.

One important note that applies to all categories: under Panamanian law (Decree Law No. 3 of 2008, Article 28), all visa applications must be filed through a licensed immigration attorney. This is not optional, and attempting to navigate the process without qualified legal counsel is not recommended.

Tourist Stay (Short-Term Option)

Many people start in Panama on a tourist stay while exploring the country and evaluating whether to make the move long-term.

What to know:

  • US and Canadian citizens receive up to 180 days on arrival
  • Most other nationalities from visa-exempt countries receive up to 90 days
  • No formal residency, no local ID, no work authorization
  • Not a long-term solution — repeated entries without a residency application can raise scrutiny

How to enter as a tourist: Citizens of the US, Canada, UK, EU, Australia, and many other nationalities can enter Panama without applying for a visa in advance. You will need a valid passport with at least three months of remaining validity, proof of onward travel, and evidence of sufficient funds for your stay.

Best for: Exploring the country, scouting trips, or spending part of the year in Panama

Friendly Nations Visa

The Friendly Nations Visa is Panama’s primary residency pathway for citizens of more than 50 countries — including the US, Canada, UK, Australia, and most of the EU — who can demonstrate genuine economic or professional ties to Panama.

What to know:

  • Grants a 2-year provisional residency, after which you can apply for permanent residency
  • One of the most popular visa pathways in Panama: 1,997 approvals through August 2025
  • Does not require full-time residence in Panama
  • Requires proof of a genuine economic or professional connection to the country
  • Government fees: approximately $1,250 per applicant

Three pathways to qualify:

The Friendly Nations Visa requires you to demonstrate one of three things:

Employment pathway: A formal job offer from a Panamanian employer, plus a $5,000 deposit in a Panamanian bank account.

Real estate investment pathway: A qualifying investment of $200,000 or more in Panamanian real estate registered under the applicant’s name or a local foundation.

Certificate of Deposit (CD) pathway: A minimum $200,000 fixed-term deposit in a licensed general bank in Panama, unencumbered and locked for a minimum of 3 years.

Other requirements:

  • Valid passport
  • Apostilled criminal background check (FBI for US applicants; equivalent for other nationals)
  • Apostilled birth certificate
  • Health certificate
  • Proof of the economic or professional tie (job offer letter or investment documentation)
  • All documents must be translated into Spanish by a certified translator

Important change since 2021: Before 2021, the Friendly Nations Visa granted instant permanent residency with minimal documentation. Since August 2021, the visa grants a 2-year provisional residency, and genuine proof of professional or economic connection is required. The bar is meaningfully higher than before — superficial connections do not qualify.

Best for: Working-age expats, entrepreneurs, investors, and remote workers from qualifying countries who want a clear path to permanent residency and citizenship

Remote Worker Permit

Panama’s short-stay remote worker permit is designed for location-independent workers who want legal status without committing to full residency.

What to know:

  • Valid for 9 months, extendable once for an additional 9 months
  • Requires proof of remote income of at least $36,000/year from a foreign employer or clients
  • Application fee: $250
  • Does not lead to permanent residency — it is a temporary permit, not a residency visa

Best for: Remote workers who want to test Panama for 9–18 months before committing to a longer-term residency pathway

Physical Presence Requirements

Panama’s residency visas have minimal physical presence requirements. Permanent residents must visit Panama at least once every two years to maintain their status. There is no minimum annual days-in-country requirement for most residency categories, giving you substantial flexibility to live between Panama and other locations.

Path to Permanent Residency in Panama

Through provisional residency (Friendly Nations): After 2 years of provisional residency under the Friendly Nations Visa, you can apply for permanent residency.

Through the Pensionado or Qualified Investor Visa: Both of these grant permanent residency directly upon approval — no waiting period.

Through marriage: Marriage to a Panamanian citizen creates an expedited pathway to permanent residency.

Permanent residency removes most work restrictions, allowing you to work for Panamanian employers and operate freely within the local economy.

From Permanent Residency to Citizenship

After holding legal residency in Panama for five years, you may be eligible to apply for citizenship and obtain a Panamanian passport. Panama’s citizenship timeline is shorter than Costa Rica’s (which requires seven years) and significantly faster than most European options.

Benefits of Panama citizenship:

  • The right to live and work in Panama without restriction
  • A Panamanian passport with visa-free or visa-on-arrival access to many countries
  • Full civic rights, including the ability to vote

How to obtain citizenship in Panama:

  • Citizenship applications are submitted to the government with supporting documentation
  • Applicants must demonstrate basic Spanish proficiency
  • Applications are ultimately approved by the President of Panama
  • The naturalization process typically takes 12–24 months once submitted

Frequently Asked Questions: Panama Residency Pathways

Which Panama visa is right for me?

The right visa depends on your income, investment capacity, and how committed you are to Panama long-term.

  • Tourist stay → Short visits, scouting trips, testing Panama before committing
  • Remote Worker Permit → Remote workers wanting 9–18 months of legal status with minimal commitment
  • Friendly Nations Visa → Working-age expats from qualifying countries who can demonstrate economic ties; solid path to permanent residency and citizenship
  • Pensionado → Best for retirees with at least $1,000/month in lifetime pension income who are committed to Panama long-term
  • Qualified Investor → Best if you plan to invest $300,000+ in real estate or other qualifying assets and want immediate permanent residency

What could prevent me from getting approved for a Panama visa?

The most common issues are: incomplete or non-compliant documents (apostilles missing, translations absent, certificates expired); insufficient or unclear financial documentation (Panama has strict anti-money-laundering laws and requires clear sourcing of funds); criminal history within the past 20 years; and the attempt to file without a licensed attorney, which is technically prohibited under Panamanian law.

What is the easiest way to get residency in Panama?

If you have a qualifying pension, the Pensionado Visa is the most straightforward path — it grants immediate permanent residency with relatively light documentation compared to more complex investment visas. For working-age expats from qualifying countries, the Friendly Nations Visa via the CD or real estate pathway (purchasing $200,000+ in property) is a clean and well-understood process when handled by competent legal counsel.

How long does it take to get residency in Panama?

From start to finish, most applications take 6–18 months depending on the visa type. The Qualified Investor Visa processes the fastest — sometimes in as little as 30–90 days. Document preparation typically takes 1–3 months regardless of the visa category.

Can I work in Panama as a resident?

Provisional residents (Friendly Nations, first two years) and the Remote Worker Permit holder cannot work for Panamanian employers, but can earn income from foreign sources, run online businesses, and own Panamanian companies to receive dividends. Permanent residents are permitted to work for Panamanian employers. Pensionado Visa holders also generally cannot hold local employment but can receive passive income, pension, and dividends.
