Why Portugal Continues to Attract Expats

Portugal has become one of the fastest-growing relocation destinations in the world. The foreign resident population reached 1.5 million at the end of 2024, nearly four times what it was seven years earlier, and the pace of growth has not slowed. In the 2024 InterNations Expat Insider report, Portugal ranked 15th globally for overall expat satisfaction, with consistent strong scores for quality of life and ease of settling in.

Healthcare is accessible and affordable. Portugal's public health system, the Serviço Nacional de Saúde (SNS), is available to registered residents and covers primary care, specialist appointments, and hospital treatment at low or no cost. Private healthcare is widely available across Lisbon, Porto, and the Algarve, with costs substantially lower than in the US or UK. Most expats use a combination of both, relying on the private system for speed and convenience while maintaining access to the public one.

The climate is one of Portugal's most consistent draws. Lisbon and the south enjoy over 300 days of sunshine per year, with mild winters and warm, dry summers. Porto and the north are greener and cooler. The Algarve has one of the warmest climates in continental Europe. For those coming from northern latitudes, the difference in day-to-day quality of life is immediate and significant.

Everyday costs remain lower than in the UK, US, and most of Northern Europe, though Lisbon and parts of the Algarve have become notably more expensive in recent years. Outside the main cities, the cost difference is more pronounced. Portugal also sits closer to the US East Coast than any other Western European country, with direct flights from New York typically running under seven hours.

As an EU member state and part of the Schengen Area, Portuguese residency unlocks free movement across much of Europe.

Principais vantagens

Political stability and safety

Portugal is a stable parliamentary democracy and a founding member of NATO. It ranked 7th in the 2026 Global Peace Index, making it one of the safest countries in the world. Violent crime is rare. Most expats who move to Portugal cite safety as one of the factors that makes daily life feel immediately different.

Accessible healthcare

Portugal's SNS provides broad coverage to legal residents at low cost. Private healthcare fills the gaps in speed and specialist access, and is significantly more affordable than in the US or UK. Most expats find a combination of both works well, particularly in the early period before full SNS registration is established.

Climate and natural environment

Portugal has some of the best weather in continental Europe. The Algarve and much of the south get over 300 days of sunshine annually. Even Lisbon, on the Atlantic coast, is milder than most European capitals. The country is compact enough that beaches, mountains, wine country, and historic cities are all accessible within a short drive.

Custo de vida

Portugal remains meaningfully more affordable than the UK, US, and most of Western Europe. Outside Lisbon and the most popular parts of the Algarve, housing costs are particularly low by Western European standards. The standard of life available for a given budget is a primary reason Portugal continues to attract people from higher-cost countries.

European access

Portuguese residency places you in the Schengen Area, with freedom of movement across 27 countries. Portugal's position on the western edge of Europe also makes it well-connected to the Americas, with direct transatlantic routes to the US, Canada, and Brazil.

A growing expat infrastructure

Lisbon and Porto have developed strong English-speaking communities, with foreign-facing legal, financial, and healthcare services, international schools, and active networks of new and long-term residents. The Algarve has had an established British and Northern European community for decades. In all three areas, it is possible to navigate daily life comfortably in English, particularly in the early months.

Sistema fiscal territorial

Foreigners can purchase and own property in Portugal with the same legal rights as Portuguese citizens. No residency is required to buy. Non-resident mortgages are available from Portuguese banks. The legal framework for property transactions is well-established, and foreign buyers are a familiar and welcome part of the market.

Is Portugal

Right for You?

Portugal works best for people who value quality of life, affordability, and access to Europe, who are comfortable with a pace of life that prioritises enjoyment over efficiency, and who are willing to engage with an administrative system that can be slow and unpredictable.

It is a particularly strong fit for retirees, remote workers, and those who want a high standard of living at lower cost than Western European or North American alternatives.

The main caveats worth knowing: bureaucracy in Portugal moves slowly, and AIMA, the immigration authority, has faced significant backlogs in recent years. The favourable NHR tax regime that drew many expats in the previous decade has now ended. Lisbon and some other areas have seen substantial cost increases, which has narrowed the affordability gap in some areas.

Perguntas frequentes: Mudança para Portugal

As suas perguntas sobre
Portugal, respondeu.

Very safe. Portugal ranked 7th in the 2024 Global Peace Index and is one of the safest countries in the world. Violent crime is rare. The most common issues for expats are petty theft in busy tourist areas, manageable with standard precautions. Long-term residents consistently rate safety as one of the most immediately noticeable differences from life in the US, UK, or other home countries.
